Norwegian comic books established themselves in earnest in the 2000s and in 2012 the Cultural Council started the purchasing scheme for new Norwegian comics. In 2015, the scheme was updated and the purchasing scheme for comics became permanent. In 2020, 37 comics applied for the purchasing scheme, 23 comics were purchased and 14 were rejected. In the environment, it seems that there is enormous interest in comic book creation. Is the potential for more Norwegian comic book publications bigger than what we see being published today?
In 2020, the "Tegneserieopprøret", with the help of Grafill Tegneserier, demonstrated that the financial support of cartoons must be increased. How does the publishing industry and the creators of comics experience the purchasing scheme for new Norwegian comics as it is today, and what is the future?
How does the scheme stimulate recruitment? Does it improve the economic conditions and does it give enough security to focus on quality and breadth in expressions and target groups? Is the scheme fair-minded towards the main players, which are the niche publishers and the commercial ones? We gather representatives from the Cultural Council, the publishers and practitioners to discuss the current situation and hopefully find some visions for the future.
